About Us
The East Central Florida Regional Planning Council was established in 1962 as an area-wide association of local governments serving the six counties of Brevard, Lake, Orange, Osceola, Seminole, and Volusia. The 31 Council members represent the counties, the League of Cities in each county and gubernatorial appointees. The Council provides a forum where members and leaders can discuss complex regional issues and set regional goals and objectives.
The major cities and urban centers of our region include Orlando, Daytona Beach, Deland, Melbourne, Kissimmee, Leesburg, and Sanford. Our region covers 6,500 square miles, has three major metropolitan areas and had an estimated April 2008 population of 3,169,558 people.
The Council typically meets at 10:00 am on the third Wednesday of each month in its offices.
We are one of eleven Florida regional planning councils mandated by Chapter 186 of the Florida Statutes. FS 186 establishes the following powers and responsibilities for RPCs:
- To act in an advisory capacity to the constituent governments in regional, metropolitan, county and municipal planning matters.
- To cooperate with federal and state agencies in planning for emergency management. To conduct studies of the resources of the region.
- To participate with other governmental agencies, educational institutions, and private organizations in the coordination or conduct of its activities.
- To contractually provide, at cost, services requested by its members which the council finds feasible to perform.
- To provide technical assistance to local governments on growth management matters.
- To prepare and adopt a Strategic Regional Policy Plan with broad policies that address:
- 1. Identification and protections of natural resources of regional significance.
- 2. Economic Development
- 3. Emergency preparedness
- 4. Affordable housing
- 5. Regional Transportation.
- To coordinate land development and transportation policies in a manner that fosters region-wide transportation systems.
- To review and make recommendations on Developments of Regional Impact.
- To review plans of independent transportation authorities and metropolitan planning organizations to identify inconsistencies between those agencies plans and applicable local government plans.
In addition to our roles defined by FS 186, our other regional responsibilities are to:
- Promote communication about regional growth issues among local governments, public agencies, and the private and non-profit sectors in the region.
- Identify regional problems and issues and work toward their resolution.
- Promote orderly and balanced growth and development within the region and to maintain a good quality of life for residents of the Region.
- Encourage and promote communications between neighboring regional planning districts and seek compatibility in development and long-range planning goals.
Our Mission
Our current mission is to avoid further sprawl by implementing the 2050 4 C's Regional Vision for Central Florida.

The “4 C’s” of the Regional Vision stand for:
- Conservation- Identifying and protecting our most critical natural resources of regional significance, and doing this first.
- Centers- Promoting more future growth and development in compact urban centers with great amenities (great places to live, work, shop and recreate in a more pedestrian-friendly setting).
- Corridors- Connecting centers with mixed-use corridors served by multi-modal (motor vehicles, light rail, commuter rail, bus, bus rapid transit, bike lanes and pedestrian trails) transportation systems.
- Countryside- Taking the pressure off countryside by increasing the density and intensity of great urban centers, and thus deferring the need for more sprawl into the countryside.
